A Monessen man was arraigned early Monday morning after he allegedly shot a 17-year-old girl in the face and a man in the neck in Charleroi Sunday night.

Emmanuel 鈥淢ayo Stacks鈥 Diaz, 22, was identified as a suspect by the victims, and arrested at his step-parents house on Short Street in Monessen. When Charleroi police were searching the house, they allegedly found more than seven bricks of heroin.

The teen victim told police she, Alec Long, Dremar Everett and Brianna Howard were in Monessen earlier that night, and got into a fight with Diaz, known to them as 鈥淢ayo Stacks.鈥 She told police the fight was 鈥減robably over money.鈥

She was transported to Monongahela Valley Hospital for treatment and released, according to Charleroi Regional Police Chief Eric Porter. He said Long was transported to a Allegheny General Hospital in Pittsburgh by medical helicopter with non-life threatening injuries.

Charleroi police first responded to 1008 Fallowfield Ave. to respond to reports of the teen shot in the face. While police were on the scene, they received reports of the second victim, Long, in the 900 block of Fallowfield Avenue.

The teen was bleeding from her chin, and was initially unsure if she had been shot or cut by broken glass from a nearby vehicle, according to police. Porter said they later confirmed she was shot.

She told police she was outside near the vehicle with Long, Everett, Howard and a 16-year-old boy when Diaz allegedly approached, said 鈥渨hat鈥檚 good,鈥 then fired a gun.

Everett and the 16-year-old told police they 鈥渢ook off running.鈥

A witness who lives in the area also identified the shooter as 鈥淢ayo Stacks,鈥 and said she saw him running down the alley.

State police processed the scene, and found a small-caliber bullet lodged in the deck rail of 1008 Fallowfield Ave. Charleroi police watched surveillance footage which showed a dark-colored sport-utility vehicle in the area, followed by the suspect walking down an alley toward the rear of 1008 Fallowfield Ave., disappearing and running back toward 11th Street.

Charleroi police knocked on the door at 337 Short St. at about 1:45 a.m., and Diaz answered. He told police he also goes by 鈥淢ayo Stacks,鈥 and was taken into custody. Police said he declined to be interviewed at the station, and requested a lawyer.

His step-parents told police Diaz left at about 9:30 p.m. Sunday night, and they did not know when he returned. They said he stays with them, sleeping on the couch because 鈥渉e had no other place to go,鈥 according to the affidavit. They gave police consent to search the house.

They allegedly found seven bricks of heroin, four bags of heroin marked 鈥淒ead Fish鈥 and a small bag of marijuana hidden in the basement rafters.

Court documents indicate Diaz was born in Massachusetts and has a New York driver鈥檚 license.

He is charged with two counts of criminal attempt to commit homicide, four counts each of aggravated assault and recklessly endangering another person and one count of possession with intent to deliver, according to court documents.

He is lodged in Washington County Prison in lieu of a $300,000 bond.

His preliminary hearing is scheduled for 9 a.m. Oct. 20 before Magisterial District Judge Larry W. Hopkins.

In addition to state police, Donora and Carroll Township police assisted Charleroi police in the investigation, Porter said.
